# Position Information

Job Description
The Virginia Department of Fire Programs (VDFP) is looking for an Emergency Coordinator Manager I who will be based the out of the Glen Allen, VA. The mission of VDFP is to serve the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, education and training to first responders, fire prevention and life safety education through community risk reduction, and statewide fire code enforcement.
This position has a Virginia Emergency Support Team (VEST) assignment and is designated as essential personnel. Provides support during an emergency incident either within the Virginia Emergency Operations Center (VEOC), in a field assignment or in support recovery operations. Maintains 24/7/365 situational awareness throughout the state and able to serve as an Agency spokesperson, if needed. Employees may be required to work during emergency situations, such as inclement weather and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may also include duties other than those specified in the employee's official Employee Work Profile/job description.
Successful candidate will be expected to provide oversight, and manage all aspects of training related to the Virginia Fire Marshal Academy. This position is responsible for directing all programmatic, budget (approximately $400,000), personnel and operational activities within the program. Responsible for providing overall supervision of the training activities to include, but not limited to, the administrative and adjunct/instructor staff. Serve as subject matter expert (SME) and Agency point of contact responsible for establishing and maintaining effective partnerships and serving as a liaison to local jurisdictions and regional, state, Federal, and non-government organizations within the state.
## Minimum Qualifications
* This position requires considerable knowledge of adult training development and delivery as well as an understanding of fire code development and implementation at the state, local and federal government's levels. This includes a working knowledge and ability to oversee all aspects of training programs and code development and implementation in accordance with federal, state and local policies program regulations.
* Working knowledge of supervisory principles/practices and state/agency budget development and management.
* Ability to lead and motivate a team; to include supervising, coordinating and overseeing the training of professional and technical staff.
* Ability to direct planning, safety and field training activities; accurately assess training delivery and safety for both instructors and students.
* Demonstrated knowledge and proficiency in all aspects of adult methods of instruction (to include curriculum development, testing, etc.)
* Demonstrated ability to analyze and evaluate the effectiveness of training programs.
* Ability to develop a program budgets and manage expenditures.
* Demonstrate excellent program management and organizational skills, including the ability to plan and prioritize competing tasks and deadlines, and manage multiple projects effectively; set objectives to effectively achieve results; solve problems; and independently make decisions reflecting the mission of VDFP in a high-stress environment and in a timely manner while exhibiting sound judgment.
* Ability to compile and analyze data from a wide range of sources; prioritize requests for assistance; allocate resources effectively and efficiently; and monitor/direct activities for organizations at various levels of government, as well as private organizations, during emergencies/disasters.
* Ability to effectively interpret government policies, regulations and guidance, and apply it to program aspects as appropriate; evaluate information from multiple sources and work effectively and cooperatively to align program strategy with new information.
* Considerable skills in the use of computers - Microsoft Office and associated software.
* Excellent interpersonal, verbal, and written communication skills with all levels of staff, general public and public officials.
* Proven ability to build rapport, consensus and collaboration among diverse public safety professionals and various stakeholders.
## Preferred Qualifications
Bachelor's degree preferred from an accredited college or university. Equivalent combination of training and experience (must include substantial project and budget management) may substitute for college coursework or degree. Master's Degree is highly preferred.
