Job Description
The Richmond District has an exciting opportunity for a multi-talented individual to serve as the Residency Administrator Assistant for the Ashland Residency which serves Goochland, Hanover, Charles City, Henrico, and New Kent Counties. The selected applicant will assist the Residency Administrator in ensuring the coordination, integration and management of VDOT resources which impact the Residency program. Serve as a key contact/liaison for local governments on activities that impact the geographical region. Responsible for building and maintaining strong partnerships with stakeholders and district staff; communicating with stakeholders to provide appropriate and authoritative information about business plans and actions; representing VDOT, District or Residency perspective and business needs to committees, groups, and public forums. Develop and implement Residency construction projects such as turn lanes, drainage improvements, etc.; prepare contract assemblies and sketches for limited scope projects; manage and coordinate preliminary engineering activities ensuring project development from inception through completion; and assist in the coordination of Locality Transportation Program. Monitor and assist local governments with the delivery of projects from preliminary engineering through construction. Coordinate with VDOT staff on complex land development issues. Lead the Residency Team to deliver programs and ensure customers are provided quality and professional services. Aid in developing the Six-Year-Plan priorities and strategies. Assist in the Maintenance and Operations Program Delivery; administer maintenance budgets and projects effectively to meet Dashboard targets; monitor operations and plans for environmental compliance on projects and activities; and manage resources to accomplish goals. Lead, promote, and enhance the safety program. Ensure all employees are properly trained to carry out emergency response duties.
## Minimum Qualifications
Knowledge of transportation federal and state rules, regulations, and policies; of roadway construction and maintenance operations, equipment, materials and techniques; and of financial and human resources management principles and practices. Skill in the use of computers and software applications and in building and maintaining effective relationships and teams. Ability to manage and direct the activities of a large-scale multi-faceted public service operation including budgeting, prioritizing, scheduling, and problem solving. Ability to train and manage the performance of others; to lead staff and manage conflict; and to communicate effectively orally and in writing with internal and external stakeholders. Valid driver's license required.
## Preferred Qualifications
Bachelor's Degree in Civil Engineering or a related field; equivalent training and experience may substitute for a degree. Professional Engineer license preferred or the ability to obtain one. Experience leading and supervising others desired. Experience in budget development and administration using automated financial software systems. Experience in the management of transportation programs and projects of varying complexity preferred.
## Special Requirements
Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment.
