# Position Information

Job Description
The Virginia Department of Social Services (VDSS) is seeking a Program Consultant Senior to provide programmatic supervision, consultation, and system and technical support to local departments of social services to promote efficiency and accountability in Child Care Subsidy Program operations and to enhance service delivery to customers in the region. The consultant will act as a liaison with regional public assistance benefits, child welfare, child support enforcement and licensing consultants; support local department program implementation and support local departments on system and process concerns regarding the Virginia Case Management System, (VaCMS), Document Management and Imaging Systems, (DMIS) and Electronic Child Care, (ECC). The consultant confers regularly and provides feedback to the VDSS Regional Director, Division Director and Program Manager on issues that pertain to specific local agency operations or have region-wide or statewide implications.
## Minimum Qualifications
Extensive knowledge of Child Care Program policies and associated automated systems. General knowledge of public assistance benefits, child welfare and licensing programs. Ability to interpret, explain, and apply federal and state policies and regulations. Ability to work independently and as a team member and to prioritize and manage multiple tasks. Ability to apply policy and system concepts to develop and conduct appropriate training at both one-on-one and group levels of instruction. Knowledge and skill in the use of a variety of computer based business and analytical tools such as MS Office and Data Warehouse. Ability to communicate clearly and concisely, both orally and in writing with internal and external customers. A valid driver's license is required. Must be able to travel during the day and occasionally overnight.
## Preferred Qualifications
Bachelor's degree from an accredited college or university with a major in human services, public administration, social work, sociology or related human services area is preferred. Social service experience at the state or local agency level. Considerable experience in child care services with knowledge of benefit, child welfare and licensing programs and of state and federal laws, regulations and policies governing the programs. Knowledge of automated systems to include VaCMS.
## Special Requirements
Employment with VDSS will be contingent upon completion of a background investigation that includes a criminal history check, employment verification, and previous supervisor/reference checks.
VDSS will record information from each new employee's Form I-9 (Employment Eligibility Verification) into the Federal E-Verify system to confirm identity and work authorization.
VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency's emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.
