Job Description
This is a part-time Ongoing/Foster Care Prevention position that allows for flexible work hours, to include nights and possibly weekends, to meet the needs of the clients.
Under general supervision, performs difficult case management duties for programs administered by the City Social Services Department. Employees in this class handle those cases that require greater involvement in sensitive and traumatic situations and complex duties such as: interviewing/investigating in cases involving suspected child/adult abuse/neglect, out-of-home placements, guardianships, emergency protective orders, and adoptions; testifying in legal proceedings; and placing children in foster/adoptive homes. Employee establishes and maintains effective relationships with clients, families and other human service agencies; and works to coordinate services and resources for clients of assigned caseload. Employees have contacts with others and influence outcomes by participating on task forces, in permanency planning team meetings, and Family Partnership Meetings. Program areas generally include Adult Protective Services, Child Protective Services, Foster Care, and Adoptions. Employees are also responsible for general case management duties to include maintaining a variety of records and files pertaining to assigned cases, writing and preparing various required reports.
Provides complex professional case management, referral and assistance to clients for an assigned caseload.
? Serves those cases that require greater involvement in sensitive and traumatic situations; some positions in this class may specialize in a specific target population.
? Interviews clients and assesses client situations and need for services.
? Consults with family members, schools, other human service organizations, and works with client to develop a service plan to meet client needs.
? Prepares reports and initiates referrals to other divisions or ancillary agencies.
? Refers clients to other agencies, as appropriate; serves as a client advocate for medical assistance, financial assistance, and client rights.
? Receives and investigates referred cases of suspected client abuse or neglect; visits homes, work place, and/or schools and interviews persons involved; determines validity of reports and makes assessments of proper courses of action; exercises emergency removal authority and petitions for emergency medical treatment, as deemed appropriate; petitions court, prepares case documentation and testifies in court, as necessary.
? Interviews families and assesses their ability to provide a stable environment in which to raise children; submits written reports to court within specified time frames; investigates and submits reports regarding step-parent and parental placement, foster care and adoptions; and monitors families for court ordered services to prevent foster care.
? If assigned, assists in the recruitment, training and coordination of foster parent programs.
? Places children in foster care as necessary; monitors child's care in foster care home; coordinates and supervises parental visitation; works with foster parents to resolve issues and provide resources.
? Responds to after-hours emergency calls and provides emergency assistance and intervention, as needed.
? Plans and organizes caseload, establishing priorities and scheduling appointments.
? Maintains a variety of confidential records and files.
? Performs a variety of clerical and administrative functions in support of assigned duties, and caseload management; good oral and written communication skills needed.
? Updates procedural manuals, as necessary; maintains knowledge of newly established policies, procedures, rules, and regulations. Attends required trainings and is able to apply tools and information gained in trainings.

## Minimum Qualifications
Minimum of a Bachelor's degree in Social Work or a Human Services field Or minimum of a Bachelor's degree in any field with a minimum of 2 years appropriate and related experience in a Human Services area.
Demonstrated ability to effectively communicate both orally and written.

## Preferred Qualifications
Prefer current/previous experience working with social work principles and practices in the CPS/APS/FC/Adoption field or as a worker.
Prefer experience with agency associated software.
Prefer candidate to have completed mandated training for VA DSS Family Services Specialist position.
Prefer candidate to be bi-lingual.
Prefer candidate have previous experience testifying in court.
Prefer experience working for a Human Services agency providing direct services and/or case management to children and/or their families.

Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
