Job Description
The Virginia Department of Veterans Services is seeking a qualified candidate to provide all actions associated with determining eligibility for VMSDEP benefits including the review of USDVA service and medical records (administrative processing, document/evidence submission/gathering/review, etc.). This position will provide program administration and coordination with SCHEV and the colleges/universities (notification of eligibility, enrollment, preparing the student stipend roster etc.) as well as provide assistance to and communication with applicants by providing ongoing customer service, including periodic communication with approved students regarding eligibility status, issues, or concerns with using their benefits. The VMSDEP Program Specialist will also provide identification of and outreach to potential students- marketing and communication and technical assistance to external customers in the implementation of state approval criteria and requirements, and initiatives of the Governor, General Assembly, and Board of Veterans Services.
## Minimum Qualifications
Ability to monitor, interpret, and analyze legislation; and develop policies and procedures.
Ability to follow, critically evaluate, and improve current processes.
Knowledge of software such as Microsoft Word, Microsoft Excel, Microsoft Access, and use of the Internet as an information tool.
Advanced oral and written communication skills.
Collaborative and interpersonal skills to work effectively with Virginia's colleges/universities and local/state government officials.
Skills in analyzing and decision making that supports long range program planning and development.
Ability to accurately and independently move projects forward, complete reports, and other responsibilities by established due dates while completing routine office tasks or managing interruptions.
Ability to ensure quality of the program.
Ability to monitor and manage a program's budget.
## Preferred Qualifications
Education: Bachelors degree is preferred.
Experience: Experience managing a benefit program and budget. Experience with contracts/grants or large projects preferred. Experience in case management. Experience working with and safeguarding Personal Identifying Information. Strong customer service background. Expert/Intermediate level experience with MS Office Suite. Knowledge of Veterans Education is preferred. An equivalent combination of training and experience indicating possession of preceding knowledge, skills and abilities may substitute for this training and experience.
